New information on progress of adaptation action at EU and national levels

The 30th United Nations Climate Change Conference of the Parties, COP30, took place in Belém, Brazil, from 10 to 21 November 2025 as the multilateral decision-making forum on climate change. This conference has led to outcomes on new initiatives to support implementation and ambition, a set of indicators for climate adaptation, and a call for the tripling of adaptation finance.

According to the European Commission’s annual Climate Assessment Report, climate hazards are undermining Europe’s competitiveness, security and prosperity. Climate resilience must urgently become an integral part of all European policies, and work is already underway to develop an integrated EU framework for climate resilience to be proposed in 2026.

At the same time, EU Member States have made significant progress over the past year in advancing resilience and adaptation policies, though these efforts still fall short of the transformational changes required.

This is echoed in the European Environment Agency’s recent briefing reviewing national climate adaptation actions. The briefing underscores that implementation and evaluation must be substantially strengthened to ensure that measures effectively address the escalating climate risks facing Europe.
